Malta and Anjouan first

The game served
resolved once per session and snapshotted with it
Each market is a row of rules that the server applies to every launch, last, after every operator override, so an operator cannot configure their way out of a constraint. A maximum stake can only come down. A minimum interval between paid rounds can only go up. A denied feature is taken out of the game entirely.
Adding a market is a database insert and a certification. It never needs a new release.
Why an operator cannot configure their way out of one
A game's configuration is resolved once per session through five layers, each one overriding the layers before it. The market's layer comes last, so whatever an operator set is already in place when the jurisdiction's rules are applied on top.
- 1Version defaultscatalog.game_versions.default_config
- 2Licence override: globallicensing.license_config_overrides, scope = 'global'
- 3Licence override: currencylicensing.license_config_overrides, scope = 'currency'
- 4Licence override: jurisdictionlicensing.license_config_overrides, scope = 'jurisdiction'
- 5Regulatory overlaycatalog.game_jurisdiction_rules.config_overlayApplied last
The last layer also does more than merge: it clamps. A maximum stake arrives as “no higher than this” and a minimum interval as “no shorter than this”, so a market can only move a value in the restrictive direction. A plain merge would get one case wrong: where an operator had already set something stricter than the market, it would loosen it. A denied key is removed, not set to false, because a disabled Buy Feature button in a market that prohibits buying features is still an advertisement for one.
The packs
Malta first, because we launch there; Anjouan, the other launch market, has no pack yet. The rest are markets for later: a pack there means we know what the market would ask of a game, not that we are going. Read straight from the overlays; a pack that denies nothing says so.

One sentence of German law, and what it costs us
This is what a market pack looks like once somebody has read the instrument. Everyone expects the one-euro cap and the autoplay ban; almost nobody has read the line underneath them.
GGL Merkblatt für Erlaubnisse virtueller Automatenspiele (Stand Juni 2026), §5a
Spielgestaltungen, bei denen das Vielfache des Einsatzes als Gewinn im Laufe des Spieles variiert, sind unzulässig.
Read with GlüStV 2021 §22a(8) S.1: a win must consist of a multiple of the stake FIXED BEFORE the game begins.
- May launchFarmyard HeistA cluster game with multiplier spots that are on the board when the round starts. The multiple does not vary in the course of the game. Germany allows it, with the €1 cap, the 5-second floor, no autoplay, no buy, no ante and no super spins.
- RefusedUltimate Coin MinerA harvest of collectors × Σ coins, where collectors land during the respins. The same rule applies here: the multiple a coin will eventually pay is not fixed when the round starts and rises while it runs.
- RefusedUltimate Coin Miner (MULTICOIN)A second multiple, drawn during the same round, on top of the collector multiple.Whatever the answer turns out to be for the base game, it cannot be more permissive here.
The four fixed jackpots are NOT why Germany is refused.
They are fixed multiples of the stake rather than a pool accumulated from other players' stakes, so GlüStV §22a(8) S.2's Jackpotverbot does not obviously reach them. Recorded in the migration on purpose, so that whoever gets the answer on the collector multiple does not have to re-derive the jackpot half.
We refuse one of the two games with a German pack, in writing, with the clause quoted. The flag flips the day somebody has an answer instead of an inference. The full German page
The five obligations a market can switch on
Each one answers a clause. A market that requires one gets it, whatever an operator would prefer.
Obligation 1
One player action per free spin
Each free spin needs its own player action. Denied by NL and DE. The outcomes are still resolved in one server call from one seed; only the reveal changes.
Ksa KS.09.06 (R3.7) · GlüStV 2021 §22a(4)
Obligation 2
Net position on screen
The player's net position since the session started, always visible. An OBLIGATION: false means no market demanded it, never that it may be hidden.
UKGC RTS 2E
Obligation 3
Elapsed session time on screen
Elapsed session time, always visible, in hours, minutes and seconds.
UKGC RTS 13C · Ksa KS.10.02
Obligation 4
Certified return on screen
The certified return per mode, in the rules of play. The flag decides whether it is ALSO permanent chrome.
Ksa KS.09.36
Obligation 5
Default language of the rules
The locale the rules open in. The player may change it after that; the DEFAULT is the regulated part. Declared by Farmyard Heist alone.
Ksa KS.09.31/09.32 (B4.34, B4.38, R3.4)
What a market list on a provider site usually hides
A pack is not a plan, and one refusal is a decision
Every market here except Malta is for later. We are thinking about them and have decided nothing. Malta, Sweden and Denmark are still drafts: the overlay is shaped but nobody has read the instrument yet, so the pack says allowed = false and the server refuses. That is our unfinished work, not a door somebody shut on us, and labelling it “not available” would hide that.
Germany is the opposite case, and the harder one. Somebody did read it, and the answer was no for one game. We recorded what is not the reason beside what is, so whoever gets a definite answer does not have to work that half out again.
If your market is not on this page
Tell us the market and we will read the instrument
We launch in Malta and Anjouan. For any other market the work is reading the law, not writing code. Tell us which licence you hold and which games you want under it, and we will send back what the pack would have to turn off.
